EDITORIAL GOVERNANCE & ACCOUNTABILITY

Editorial Governance and Independence

SAGA: Journal of Technology and Information Systems is committed to maintaining transparent, accountable, and independent editorial governance in scholarly publishing.

The journal's editorial governance framework establishes the responsibilities, authority, and independence of its editorial leadership and editorial board.

Editorial decisions are guided by scholarly merit, relevance to the journal's aims and scope, research integrity, and the quality of the submitted work.

01   EDITORIAL GOVERNANCE PRINCIPLES

SAGA maintains an editorial governance structure designed to support the integrity, independence, and accountability of editorial decisions.

The journal's governance principles include:

  • Clear allocation of editorial responsibilities and decision-making authority;
  • Independence of scholarly evaluation from inappropriate external influence;
  • Fair, consistent, and evidence-based editorial judgment;
  • Appropriate management of conflicts of interest;
  • Accountability for editorial decisions and governance practices;
  • Transparency concerning editorial leadership and responsibilities;
  • Protection of confidential editorial information; and
  • Separation between editorial judgment and financial or commercial interests.
02   EDITORIAL GOVERNANCE STRUCTURE

SAGA's editorial governance is organized around the Editor-in-Chief and the appointed editorial team.

Editorial responsibilities may be distributed among the following roles, as applicable to the journal's published editorial structure:

  • Editor-in-Chief: Provides overall editorial leadership and oversees editorial standards, policy implementation, and final editorial decision-making.
  • Managing Editor or Assigned Editor: Coordinates editorial workflows and administrative activities within the authority delegated by the Editor-in-Chief.
  • Editorial Board: Provides scholarly expertise, editorial advice, and support for maintaining the journal's academic standards.

These descriptions define governance functions and do not imply that every listed role is held by a separate person.

The current names, affiliations, and editorial appointments are provided on the journal's Editorial Team page.

03   EDITORIAL AUTHORITY AND DECISIONS

The Editor-in-Chief holds overall responsibility for the journal's editorial direction and the integrity of editorial decisions.

Editorial decisions may be delegated to appropriately appointed editors according to their assigned responsibilities.

Decisions concerning manuscript acceptance, revision, or rejection must be based on scholarly considerations, including:

  • Relevance to the journal's Focus and Scope;
  • Originality and scholarly contribution;
  • Methodological appropriateness and research quality;
  • Clarity and reliability of the presented findings; and
  • Compliance with applicable editorial and research-integrity requirements.

Peer-review recommendations inform editorial decisions, but do not replace the responsible editor's independent scholarly judgment.

The detailed review model and manuscript evaluation procedures are described in the journal's Peer Review Process .

04   EDITORIAL INDEPENDENCE

SAGA maintains the principle that editorial decisions must remain independent from inappropriate commercial, institutional, political, or personal influence.

The journal's publisher, Media Digital Publikasi Indonesia , supports journal operations and publication infrastructure while respecting the scholarly independence of editorial decision-making.

Neither the publisher nor any external party should improperly influence the acceptance, rejection, or evaluation of individual manuscripts.

Editorial decisions must not be determined by:

  • Payment of publication fees or other financial considerations;
  • Commercial relationships, sponsorship, or advertising interests;
  • Institutional affiliations or professional status of authors;
  • Personal relationships, favoritism, or competing interests; or
  • External pressure intended to influence scholarly evaluation.

Financial arrangements and publication charges are disclosed separately through the journal's applicable financial transparency policies.

05   EDITORIAL CONFLICTS OF INTEREST

Editors must identify and appropriately manage actual, potential, or perceived conflicts of interest that could compromise independent editorial judgment.

Where an editor has a relevant conflict of interest involving a manuscript, the editor should not participate in decisions for which their impartiality could reasonably be questioned.

Responsibility should be reassigned to another suitably qualified and independent editor.

Manuscripts submitted by members of the editorial team must not receive preferential treatment and must be handled without the submitting editor's involvement in the relevant editorial decision.

Broader disclosure and management of competing interests are addressed in the journal's Publication Ethics Policy.

06   RELATIONSHIP WITH THE PUBLISHER

SAGA is published by Media Digital Publikasi Indonesia .

The publisher supports the operational, administrative, technological, and production functions necessary for journal publication.

The editorial team is responsible for scholarly evaluation and editorial decisions within its assigned authority.

The publisher may participate in matters involving legal obligations, publication infrastructure, and institutional accountability, without improperly substituting commercial preferences for editorial judgment.

Detailed information about journal ownership and management is provided separately in the Ownership and Management Policy .

07   EDITORIAL ACCOUNTABILITY

The editorial leadership is accountable for maintaining appropriate editorial standards and ensuring that editorial responsibilities are exercised fairly and consistently.

Editorial accountability includes:

  • Applying published editorial policies consistently;
  • Maintaining clear responsibility for editorial decisions;
  • Managing relevant conflicts of interest;
  • Protecting confidential manuscript and editorial information;
  • Maintaining appropriate records of significant editorial decisions; and
  • Reviewing governance arrangements when necessary to maintain editorial effectiveness and integrity.

Editorial accountability does not eliminate the journal's responsibility to provide fair mechanisms for handling concerns about editorial conduct or decisions.

08   GOVERNANCE CONCERNS AND APPEALS

Concerns about editorial independence, governance practices, or possible improper influence may be submitted to the journal's editorial office.

Such concerns should be considered by an appropriately responsible and impartial editorial authority.

Where a complaint concerns the conduct or decision of a particular editor, that editor should not independently determine the outcome of the complaint concerning their own conduct.

Detailed procedures for submitting, assessing, and resolving complaints and appeals are provided in the journal's Complaints and Appeals Policy .
