Updated Journal Policies, Publication Standards, and New Manuscript Template

Salus Publica: Journal of Community Service announces several important updates to strengthen editorial transparency, research integrity, open-access publishing, and publication quality.

The major updates include:

  • Focus & Scope has been revised to provide clearer coverage of community service, community engagement, empowerment, and community-based development.
  • Publication Frequency: three issues annually in April, August, and December.
  • Peer Review: manuscripts are evaluated through Double-Blind Peer Review, normally involving at least two independent reviewers.
  • Open Access & Licensing: all articles are immediately open access under the CC BY-SA 4.0 License, with authors retaining copyright.
  • Author Fees: there are no submission fees, APCs, publication fees, peer-review fees, or withdrawal fees.
  • Publication Ethics and research-integrity policies have been strengthened.
  • Plagiarism & Similarity Screening: the journal generally applies ≤20% as an internal similarity-screening guideline, subject to editorial assessment.
  • AI Policy: substantive use of generative AI must be disclosed. A 15% AI-writing indicator is used only as an internal screening guideline and is not an automatic basis for rejection.
  • Corrections & Retractions: procedures for corrections, expressions of concern, and retractions have been clarified.
  • Disclosure Statements: the template now includes Author Contributions, Funding, Conflict of Interest, Acknowledgments, AI Use, Data Availability, Ethics, and Informed Consent.
  • Journal information, policy navigation, indexing information, and website presentation have also been reorganized for greater clarity and transparency.
New Manuscript Template

A new official manuscript template is effective from September 6, 2026.

All manuscripts submitted on or after September 6, 2026 must use the new template. Manuscripts using an outdated template may be returned to authors for formatting before further editorial processing.

These updates reflect the journal's commitment to transparent, ethical, and responsible scholarly publishing.
